Jifu Guo is the Director of Beijing Transport Institute, professor-level senior engineer. He is the member of the 13th National Commission of the Chinese People's Political Consultative Conference(CPPCC), deputy to the 13th and 14th Beijing Municipal People's Congress, member of the Standing Committee of the 15th Beijing Municipal People's Congress, and Vice Director of the Urban Construction and Environmental Protection Commission. In addition, he is the visiting professor and doctoral supervisor of Beijing Jiaotong University and Beijing University of Technology.
He is an expert enjoying the special government allowance under the State Council, member of the Expert Advisory Commission of the CPC Central Commission on Coordinated Development of Beijing, Tianjin and Hebei, and deputy chief of the expert group of the National Action Plan for Civilized and Unimpeded Urban Roads.
He also serves as the Vice Chairman of the Academic Commission on Urban Transport Planning of Urban Planning Society of China, Vice Chairman of the Transportation System Professional Commission of Systems Engineering Society of China, and director of the Third Council of Beijing Association for Non-Party Senior Intellectuals.
Mr. Guo has been engaged in the research and practice of urban transport planning and transport management for a long time, and is committed to promoting the technological development of the transport industry, and has carried out a lot of work around the transport problems in the development of Beijing and the sustainable development of transport under the background of the rapid development of Beijing. He has successively participated in and led a number of national science and technology research programs and major scientific research projects in Beijing, and undertaken international cooperation projects funded by the World Bank and the European Union. He has presided over the completion of the transport planning, transport organization and management plan of Beijing 2008 Olympic Games. He has made a series of achievements in transport planning models, transport impact evaluation, transport simulation and other aspects, and has profound academic attainments in the fields of analysis and research of transport development and change as well as transport operation rules in big cities.
He has published more than 100 academic papers, and won one second prize of the State Science and Technology Awards, two first prizes of provincial and ministerial science and technology award, seven second prizes and thirteen invention (design) patents.
Mr. Guo was granted the titles such as “Beijing Outstanding Young Intellectuals”, "Advanced Worker in Beijing (Model worker)" and “Advanced Worker in the National Transportation System”, and won the "Capital Spiritual Civilization Construction Award".
