Yongshen Quan is the Director of the Academic Commission of Beijing Transport Institute, professor-level senior engineer and doctoral supervisor. He is employed as an expert of the Expert Committee (Group) of the Ministry of Construction and the Ministry of Public Security. Mr. Quan was employed as a transport expert of the World Bank, and a transport expert of the Olympic Bid and the Olympic Games construction projects.
Mr. Quan has been engaged in and led the research work of large-scale transport planning, transport policy and transport development strategy for a long time, and devoted himself to the theoretical research and practice of urban transport planning. He is one of the first academic leaders and transport engineering technical experts who participated in the establishment of urban transport planning discipline in China. He was the person in charge of the "Development and Application of the Intelligent Transportation System for the Beijing Science and Technology Olympics", a National science and technology support project. He presided over the completion of The Research on the Planning of the Comprehensive Urban Transportation System of Beijing, wining the second prize of National Science and Technology Progress Award. He has successively presided over the researches of a number of major projects such as Outline of Beijing's Transportation Development, the Reform Plan of Beijing's Public Transportation, and the “comprehensive transportation of big cities” in the National Program for Medium-to Long-term Scientific and Technological Development.
He is an expert enjoying the special government allowance under the State Council and is awarded the titles of "Young and Middle-aged Experts with Outstanding Contributions" and “National Excellent Scientific and Technological Worker”.
